Ed, really neat item.
I believe what you have is the Japanese version of the US E-6B
computer with some added benefits. As you will notice, the rear of the
computer has the time and distance scales in circular slide rule
fashion, which, like the E-6B are used to find groundspeed, time to
checkpoint, and most any other calculation one needs for air navigation.
The front, appears to be what is normally considered the "Back" of the
E6B and is used to solve the wind triangle. I believe the center is the
wind computer and also a simple driftmeter. If one were to use the
center bar to the true course, then lay the wind off from the center
grommet, you would have your wind correction set in.
It looks like it might have some other things on there as well, such as
the ability to use it as a set of parallel rules to "move" a course
point on a chart, and some others which, since I can't really see the
indicia that clearly, I don't know the use.
At any rate, it is a navigation computer similar in use and
construction to the friendly old E6B (If you don't have a pic of one let
me know, and I will take one of mine (even with all the bells and
whistles available nowadays, I still like the old E6B.
