[Milsurplus] Advice from the group requested...I'm in a quandry

I am now working in earnest on the pile of SRR-11,12, 13 receivers I have
here and have come up against a puzzling question: there a lot of what turn
out to be paper capacitors in the receivers, which, in general, I thought
should be replaced by orange drops or disk ceramics. (I don't even want
to think about all the postage stamp micas at this point).
However, these paper capacitors are somewhat unusual (to me) in
that they are sealed inside a metal cylinder, with a ceramic bead
seal at each end, then covered with a fairly thick clear flexible
insulator. Although I have yet to check some of them for leakage, it
seems like it could turn out to be a lot of un-necessary work.
What do you think?
