[Milsurplus] What are these? TCS?

I've never had the tuning chart off the front of my TCS-13 rx.  So color 
me surprised @ all the adjustment slots behind same.

I've just been a TCS appliance operator.  Power it up & use it.

But then there WAS that TX-to-50ohm booger that req'd solution
