What you have there is an HS-23.  If no one has removed it, there should be a 
metal band around the short bailout cord saying so.  The R-14 is a 4000 ohm 
receiver used in a number of headsets (see TM 11-487 for a partial listing).  
It was replaced by the ANB-H1 300 ohm receiver mid war.  Your set is missing 
the cushions which would have been MC-162-A or MX-41/AR, depending on date of 
manufacture or refurbishment.

The HS-23 was the common high-Z headset of the early war period, later 
replaced by the low-Z HS-33 (and HS-38 w/o the headband) in aircraft and some 
ground installations and by the HS-30 in vehicular and pack sets (officially, 
anyway).  The PL-54 mates with a JJ-26 on the CD-307-A extension cord (which 
came in various lengths).  The idea was that if a crewman had to bail out of 
his aircraft or tank, he didn't have to worry about getting tangled up in a 
long headset cord.
