A Star Trek episode got me thinking about this:
how can we solve the problem of using WBFM radio 
on NBFM bands without hacking the radio?

There are lots itty-bitty components out there 
that would run fine on a touch of filament voltage.
Why not install a "Borg Implant," robbed from an 
old crystal scanner or some such?  For example-
an old hand held scanner or, if you need a smaller board,
the guts from an old pager.  Converting from whatever 
IF you have to 10.7 MC shouldn't be any big trick.
Or you might find an old double-conversion board that
will take you down to 455 KC, or a dozen other possibilities.
Disconnect the output of your IF strip and feed it to 
your "implant."  Run the output of the thing to the
first audio and you've got a NBFM receiver.

As for the transmitter- turn the audio gain down.
Set it to deviate about 4.5 KC, then look along the transmit
audio chain with a scope.  Somewhere in there you can 
put some back-to-back diodes to clip any peaks that stray
above what you want. 

With the little surface mount components you can get these days,
I bet you could build up little NBFM IF strips pretty cheap.
You can get whole receivers and transmitters on a chip, so
why not use this advantage to return these vets to the air?
