Thanks, Guys.  It does appear to be PRC-64-ish.

Can you tell me if the front panel of the receiver PRC-64 
is seperate from the transmitter panel?  In the photos 
you've referenced, it looks like the RX and TX share a 
common metal panel.  This little transmitter's front panel
is a professionally milled piece; the top where the receiver
would be has not been cut off.
Other details may peg this as a prototype.
