At least two sets that I've seen were configured as you said. Most of the
rest had no or at least less than four TU's, so they don't really count.
The preliminary manual does say something about "available on request". The
NAVAER specifically says that the transmitter is supplied with 540-1500,
1500-3000 and 2x3000-9050. And then says "Tuning units having frequency
ranges of 9050-15,800 Kcs and 200-540 Kcs are available." I'm pretty sure
that the one that I sent (I think) to Walt H. many years ago included a
200-540.
As far as why they still turn up, I don't know. Your guesses are probably as
good as any.
