[Milsurplus] Disk voltage regulator

They are likely used as a variable resistance element in a large carbon pile
voltage regulator for a generator. A number of the disks are stacked up between
metal plates (perhaps 20 to 50) and the current flows through the stack from top
to bottom. The stack is spring loaded and there is an electromagnet that reduces
the spring pressure. As the generator output voltage increases, the magnet
reduces the pressure on the pile, increasing it's resistance and therefor the
generator's field voltage, and thus the output voltage. Presto, a simple
electromagnetic regulator.
