It is a jammer that works with a duty cycle so an ECM operator could 
"look thru" his own jamming. In the case of the AN/ARQ-9 (from memory, as 
right now I am not at home with the manual), every 1/16th of a second, 
the jamming transmitters (there are two - one for each band) shut down for a 
very short period of time, but the receiver and indicator continue to 
operate. The ECM op could then see if the enemy signal is still there - 
he does not have to try finding the enemy signal within all of his own 
noise.
