Re: The "phantom" 23rd Inf. Division Sig Corps Memos.

These memos came from the Signal Corps Officer's Training
School at Ft. Monmouth.  They were building officer and
NCO cadres to man Signal Corps units for army divisions.
Each class passing through the training was assigned a "Division."
They did everything in that simulated division environment,
just as though they were already assigned to a field unit.
They received some of the memos and hand-outs 
given to Sig Corps units already in the field,
got orders from the "Commanding General" 
of the mock division, learned to fill out and file
their paperwork with "division," assign personnel and 
equipment to the "infantry regiments" and "recon companies," etc.
In this way, they could transfer the class entire 
to any army division, fill-out the enlisted ranks 
and be immediately ready to function.

When these documents were issued, the 22nd, 23rd and 24th 
"Divisions" were going through the school.
Pretty smart idea, I think.
