[Milsurplus] Signal Corps Memos- TILT!

Ya'll remember about the stack of Signal Corps memos and
pamplets I'm researching?  They were obviously intended for
the Signal Corps officers in a unit which was still 
in training. The headings on most of these documents 
are similar to:

RESTRICTED

23rd INF DIVISION
YORK (395-765) PA
27 May 1942 1100

There's one great, big honking problem with this,
and I'll bet some of you have spotted it already.

The 23rd is the Americal Division.
By 27 May 1942, it was already deployed to the Pacific.  

It gets crazier.  The documents show the 
infantry regiments, artillery batteries, recon, signal
companies etc. that make up the division.
Not *one* of the listed units is in the 
Order of Battle of the Americal Division in 1942.
In fact, I can't find anything on any of these units.
The infantry regiments listed are the 408, 412th and 423rd.

What's going on here??  Did training units in 1942
use false unit identifications to confuse some 
enemy spy or something??  Were these documents
"disinformation?"  They are period documents-
the paper, ink and typeface are unmistakeable
and they came from a WWII source.

The "TILT" light is on in my tiny little brain.
Can someone shed the light of reason on this?
