[Milsurplus] PP-4763A Power Supply

I have tried to run my ART-13 transmitter, with the DY-17A dynamotor, from my
PP-4763A. About two out of three times it pops the input circuit breakers
when the dynamotor starts up. To solve the problem I floated a pair of 12V
car batteries across the output. That appears to work fine.
