This is basically a good idea, at first glance. There are problems (like eBay's
FB system) because there are usually two sides to a story. There might also be
legal problems.

I've heard that there is a site somewhere called something like 'bad ham' but
can't find it at the moment.

One way to handle this is to post to a BBS. There is a home machine shop BBS
that routinely has gripes about a seller called Babin  who appears to have more
than his/her fair share of problems.
