This score-keeping function is what a Better Business Bureau type
organization usually does.  Someone generally disinterested in the actual
product.  Which is why no reflector member could be an unbiased
list-keeper.  So, someone needs to figure out how to fund (it doesn't
have to be a fortune) an independent "auditor" to keep score.  Otherwise,
any attempt will be seen as tainted by the aggreived parties.
