It's the truth.  People of this proclivity demand FULL payment prior
shipping. If an Amateur Radio Operator, they don't notify the FCC in a
timely manner when changing addresses {FCC R&R  97.23.} They have no
listed
telephone, or list service under fictitious or other family names.

They promise everything and deliver nothing. They falsify e-mail
addresses
or ignore messages.  These people make deals that cross State lines
because
it frustrates (limits) the buyer from seeking legal judgement.  What
good is
an unenforceable paper judgement?

This person uses different reflectors and aliases. He forgets about
archived
messages and our memories.  His turpidity transcends the most heinous
criminal and moral acts.  Yes, he is a coward and a CRIMINAL.  These
people
ruin the integrity and implicit trust associated with Amateur Radio, and
all
collectors.  People call him a snake. Even snakes have predators.

Answers to your questions:

People like this derive pleasure from inflicting pain and loss.  They
are
shallow, incomplete and maladjusted to society.  Call them sociopaths.
They
may have additional emotional / psychiatric problems.   This person
believes
his devious life is "straight" and others are sick. He is incapable of
retaining employment. He hates himself and others for the "wrongs" they
{society} inflicted upon  him.

Why do we fall?  He surfaces with sweetness. People by nature are
gullible,
forgetful, trusting, and refuse to believe the truth.  The lie is more
palatable because it's sweeter, what people want to hear.  He caters to
your
weaknesses.  People overlook or want to overlook their internal
weaknesses.

I grant permission to add these observations to your post. Moreover, I
encourage posting this on every reflector. See, he will delete it,
because
he can't face himself or the people he hurt.  He is a Thief, a predator
upon
the weak and poor.  He will meet his just end,  but I shall take no
glory in
