I didn't specifically point it out in the original post, but notice the
use of frequencies by the military in the 136 to 144 MHz range, 20 years
after WW2.  So the frequency range upper limit of 136 MHz applied only to
civilian aviation, apparently.  Most of the signals in that frequency
range (136-144) now are narrow band FM, used for base and mobile
communications where the trunking and other modern systems haven't been
implemented.
