What crystal correlation did you use for the crystals?  I would set up a
signal generator modulated with 1000 Hz at as high a modulation
percentage as the generator will allow, and tune it across the receiver
frequency and see if minimum distortion occurs at 3798, or elsewhere.  If
the crystals you use are not correlated for the oscillator parameters of
the BC-611, then they will be off frequency.  Also, does the Icom
receiver show the BC-611 transmitter to be on exactly 3798?
