[Milsurplus] JAN Capacitors?

I give up, how do I read the 6-dot code?

Is it a JAN cap, or an RMA cap?

It says Sangamo on it, what kind is it?  Paper, Mica,
or other?  I have several in this unit that show
shorts, covered with waxy goo.

One of my URM-25's has the same problem, too.
