Is TM-11-310 the "Maintenance of Ground Radio Equipment" manual?

Jon, is this like a set repainted by Espy, or do i misunderstand? I am
wondering if it may have
been from a contract cancelled at the end of the war, then sold on the
civilian market. I believe
the Minerva Tropic Master was sold that way.
