The R-2151 is a receiver only spin off of the WSC-3 "whiskey-3" UHF LOS/SAT
Navy radio. The mil-spec for the wsc-3 can be found at this link

On a side note, there are lots of interesting mil-specs available at this

intersting that I get chinese characters on this page.
The performance characteristics will likely be very close for the two radios
due to the same receiver modules being used in each radio.
From what I recall from almost 20yrs ago the radio down converts to 70 MHz
IF, then to 25.5 MHz and finally 500 KHz for PSK/FSK data modes. NB and WB
audio is available at the rear panel. Power was 110VAC. 60 Hz was
acceptable. You should be able to buzz from the rear connector to the front
panel power switch to identify the power pins.
E-systems has long been bought up by Raytheon. The radio was built in St.
Petersburg FL, it's possible they still have some folks there that support
the radio, although I think the WSC-3 family is slowly being phased out and
replaced by the Titan-Linkabit Mini-DAMA radios. Good luck.
