[Milsurplus] PRC-25 question

Got my PRC-25 up and running.:) I have a few
questions, however.
The first is that when I listen to the local
police on this radio, sometimes the they will start
transmitting on a given frequency and the PRC-25 won't
receive them. I know this because I have a scanner
going with the same frequencies. It does work after I
move the tuning knobs around a little and then back to
the original frequency. Example Listening on 39.5
hear nothing, move the dial to 42.45 then back to 39.5
and the station comes in clear.
Second question. ON the Six meter ham band, I
tried to transmit on 51.55 and heard nothing. I TX on
52.55 and the signal shows up on 51.55. Same for
anywhere 51-52 megs. I have not gotten any signal to
show up anywhere from 52-53 megs. 53 megs and up is
fine. TX on 53, RX on 53.
Any ideas, suggestions are appreciated.
