[MilCom] MIL: 11175.0 USB - SCRAPBOOK; SHIPWRECK; POSSESSOR; ALL STATE; and PLUS SIGN

     2018z: NIFTY 14 launched ex TINKER and is approaching the Gulf coast
at 2120z.  There were three active Gulf NOTAM reservations for this UTC
day. The first was used by SHIPWRECK (E6B; SATYR 66 ex TINKER) through
1800z/1830z (maybe starting as early as 1700z).

     11175.0 was active at 2035z POSSESSOR called ALL STATE and raised
MAINSAIL.  POSSESSOR tells MAINSAIL he is trying to reach ALL STATE and
moves on. (No post 0000z daily communications test count was heard this UTC
day.)

     POSSESSOR calls PLUS SIGN at 2038z, 2040z, and 2141z with no
response.  At 2142z POSSESSOR checked himself into the net in the blind.
The current NCS/HFGCS is SCRAPBOOK. MAINSAIL could have facilitated his
entry into the net.  Who is PLUS SIGN?
