[MilCom] MIL: 8992.6 USB - BROAD 76/SCENARIO and ARBITRAGE

     At 1852z 11175.0 USB was active with ARBITRAGE (NCS HFGCS; or a word
sounding like "ar buh tage") broadcasting a 30-character EAM "ABRGCZ" FOR
BROAD 76.

     1913z BROAD 76 E6B (AE040E/AE2926 162783) launched ex PAX RIVER at
1913z+/-.

     At 1922z ARBITRAGE was active broadcasting the 30 character EAM
"NDWCBS" in their common 30 minute window for these strings after the
initial FOR EAM.

     At 1932z SCENARIO (BROAD 76/TACAMO LANT) called MAINSAIL with no known
response. He probably wanted to enter the net.

     At 1940z SCENARIO broadcast NDWCBS on 8992.6 USB and at least 11175.0,
with nothing heard on 15016 or 4724. H+20/H+40 restoral window for TACAMO
LANT on east coast SDR.

     This particular aircraft has a history of using a .6 offset frequency
as part of its HF transmissions (restorals and general calls); but, it's
usually on 11175.6 and only rarely on 8992.6.

     He went dark on ADSB mapping sites just after he crossed the Atlantic
coast. The NOTAM reservation is 1900z - 2300z (OAK CHARLIE).
