[MilCom] Reach Call Sign Assignments?

Anyone figure out how the REACH call signs are being assigned? It 
appears that airlift AFMC funded missions now use a 3 digit number REACH 
XXX. Sometimes on return to base the REACH call sign is the last four 
digits of the tail#.    This number sequence seems to be going on for 
some time.  Appears to me a "T" suffix means presidential support.
