You can do it with software. Control software will do it, or I guess you 
could send the audio output to the line in of the computer and use VOX 
software. You could also do it with SDR. No, this is not what you asked for.

I think some of the high-end receivers do this, but they're not 
scanners. Nothing comes to mind. (until someone else mentions it)
