[MilCom] Any ideas?

There is an aircraft flying from Addison, TX (KADS) to the northeast at 35000ft, callsign STRSHP1, N41938, A4F381, with no type. The
registration I could see is that it is a temporary registration belonging to SBS Program Office in Washington DC.

 

Any ideas?
