Ok those are Air Traffic Control frequencies.  I think when the ER 2 
stages out of a particular military base, likely they are using the Base 
Operations (dispatcher) frequency.  I know when the U2's use to fly 
transit thru Westover KCEF they always used the Base Ops frequency for 
coordination in & out.  The chase vehicle actually was on the tower UHF 
frequency.
