[MilCom] random code

I am getting random code groups on 11174.0 CW 

I am on a VE6 SDR.   I live in MD. and cannot hear it on my station  beam,

rotating dipole regardless of where I am the beam or wire antennas.

Anyone else hear it?  It could be a spy station?
