Have you tried looking for a CG 4## channel in use for the aviation assets?
Sector Charleston uses CG 410 (413.000) and Sector Jacksonville uses CG 409
(412.975) for air ops where the helicopters keep their guard. In my
experience, that traffic is usually encrypted as well, but sometimes it's
in the open. With the encrypted comms, at least if you hear activity, you
know something's up.
