516.40 kHz is actually technically not HF but MF. (HF starts at 3 MHz.)
Not clear how you tuned the signal (I assume as usb) with what receiver.
The "advertised" frequency is 518 kHz and 516.4+1.5=517.9 ... almost the
predicted 518 kHz and possibly your receiver is a little off.
