Hearing Tornado 102 with traffic for Tornado Wing exercise. Besides a
ground station (102) there were at least two or three aircraft. Highbird
was self reported as 30 miles west of KCID Eastern Iowa Airport at Cedar
Rapids Iowa.

Did the Civil Air Patrol wings change callsigns or what. For the past
fifteenth or twenty  years I have heard only Iowa or Red Fox (Illinois)
prefixes besides CAP#### for aircraft.

All the above was heard in analog fm, there was one station  attempting to
report in with p25 mode as noted by 102. I did not heard it as I was using
the 162.2 tone as noted in the subject line.
