Depending on what traffic is heard, could it be the Red River Army Depot in Whaley/ Hook Texas? 
 33° 27.833'N,  94° 18.188'W, South of I-30?

The question "Who is Red River on 11175 kHz?" has come up before. To my   
knowledge there has never been a definitive answer.  I have discussed this   
question before in the MilRadioComms Group and in private emails with several   
long-time radio monitors.  I am bringing it up again in the hopes that some 
 newer members might be able to shed some light. 
  
Previous suppositions have been that Red River is: 
1. A special mission/facility at Barksdale AFB, LA, not a CP. 
2. The STRATCOM facility at Barksdale AFB, LA. 
3. The 5th Bomb Wing CP at Minot AFB, ND. 
  
In the Barksdale AFB area, the Red River separates Shreveport from Bossier   
City, and on Barksdale AFB, there is a dining hall known as Red River 
Dining  Facility. 
  
In North Dakota, there is a Red River near Grand Forks. 
  
Can anyone help in this discussion.
