If  anyone out there isn't familiar with the COTHEN system and wants to 
scan  it, here are the  freqs:

The  warbling you hear on the freqs are stations "sounding" to let other  
stations know what the best propagation path is.  It happens  
automatically.  When the operator wants to talk to a particular  station, 
he or she simply enters the ID of that station, pushes a button  and the 
radio knows exactly which frequency to go to for the best path to  the 
station being called.  Nearly as reliable as  SATCOM.

System is owned by US Customs and there are transmitter and  receiver 
sites all over the US.  Virtually all Customs traffic is  encrypted.
