[MilCom] Coast Guard Upper Mississippi River Group

Last night at 9pm Coast Guard Upper Mississippi River Group Keokuk Iowa
came up on Marine Ch. 16 to announce their notice to Mariners broadcast
that is broadcast on Ch. 22A. Only it didn't happen the operator stayed on
Ch. 16 and gave it there. After about twenty minutes someone broke in when
the operator gave one the breaks in the broadcast.

Never heard that happen before. I have heard the operator making the
broadcast before so it was not a newbie mistake.

Btw. CG Miss. Rvr Grp Keokuk Iowa does these broadcasts at 9pm and another
time in the morning. Not sure when. They are one hour earlier during
standard time.
