Any possibility it is an intermod product from an FM transmitter on another frequency?

It is FM Mode. Definitely FM.  A bit raspy in AM Mode; clear as  a bell and 
stronger in FM Mode. And he is saying "Radio Service Test 1 2 3 4 5 5  4 3 
2 1."
