[MilCom] EAM & E-6 off NJ

Just caught an EAM on 311.0/ 323.8, poor, broken. Checked planefinder & 
164407 is east of Atlantic City doing loops.

Had ACM at Warren Grove earlier that wasn't too good, but came in better 
than the EAMs at a lower altitude, don't know why.
