I could see this coming six years ago.  Let's see, the USAF does away 
with SAC in 1992, then  17 years later they decide they again need a 
single force structure for the nuclear capable aircraft & missiles, so 
they reinvent SAC as the Global Strike Command in 2009.  They also, for 
the most part, mothballed Cheyenne Mountain a few years ago & now decide 
to spend nearly a billion dollars to reactivate it.  To paraphrase the 
late Senator Everett Dirksen, "abillion here, a billion there & pretty 
soon, you're talking real money."
