[MilCom] 139.075 P-25

I've had 138.0750 as the Brig at Camp Lejeune, which could have been a typo
on the FOUO document it was found on and could actually be 139.0750

All just a WAG but the NAC "might" help, unless the infamous $293

What is the NAC? That would be a good indication. If it is 293 it could be
USCG with a new undiscovered frequency, or it really could be something else
since 293 is a default NAC.
