[MilCom] 4724.0 - ADMIRABLE standing by for traffic

     4724.0 was active at 0302z with ADMIRABLE (good/fair levels here)
standing by for traffic.  Also heard on 8992.0 and 11175.0 (all at
fair/good levels).
