[MilCom] TWO C-130s low level (300 feet)

Two C-130s low level (300 feet or so) fling in southeast NC not talking to
ATC @ KILM  causing some traffic  problems? Went right over my house  full
scale like to blew my rigs off the table. They are running secure voice on
319.400?? Never heard them in the clear . First for me here?

Note a Delta going into KILM said to ILM approach are you talking to them ?
They said no.  They in and out on our radar?

Any Ideas from Pope AFB maybe 65 miles west of me? I'm listen to all there
ATC so far no ID.
