[MilCom] GOTO FMS 164386 just flew right over me calling out an EAM on 311.00

Just heard GOTO FMS on BEAVER CONTROL 120.825 saying that he has "a wire
trailing" the aircraft as some sort of warning to other aircraft in the
area....never heard that before!
