[MilCom] 11175.0 - 4-tone data

     11175.0 is active with a 4-tone data transmission at good levels. It
may have been continuously active since at least 1040z (strong levels at
that time).

     11175.0 had been active around 0320z with WILD BILL (unheard here) and
a station at strong levels and superb audio moving to 11220 for 4-tone data
work.  Unknown if related.
