Now that is funny Roger. 

I talked with an old Navy friend back some time ago and he was involved in this project. He confirmed the avionics upgrade and the tie in of several systems to this Flight Management System (FMS). He really didn’t explain the GOTO part of the Mode-S ID (probably didn’t know it for sure), but at least the last part of that mystery has been resolved. I independently confirmed his story through some other docs I captured several years ago on the net. I find it interesting that these guys would be sending position info all the time and many other DoD platforms do not. I agree that maybe it has something to do with the Open Skies Treaty we have with our good friends the Russians.

Multi-function Control Display Unit, Flight Management computer, Navigation Display, FMC Source Select Switch, Airborne Data Loader (ADL), Airborne Data Loader Control Panel,  Multi-Mode Receiver (MMR) (1) Civil GPS (2) VOR (3) Marker Beacon (4) Instrument Landing System, Distance Measuring Equipment (DME), Enhanced Ground Proximity Warning System (EGPWS) (1) Ground Proximity Warning Module (2) Weather Terrain Relay (3) Pilot/Copilot Glideslope Inhibit Switch (4) Below Glideslope Light (5) Digital Flight Guidance System, DFGS Mode Control Panel, Warning Annunciator Panel (WAP), FMC Transfer Relays and Digital Air Data Computer
(DADC). Interesting system and this was current as of 2007. I understand that they have other stuff now including several RF avionic packages tie to the FMS.

Myself and others have always thought the FMS in GOTO FMS was Fleet Maintenance Symposium. 


However here is an interesting quote I found while searching GOTO FMS:

I believe they use ADS-B as part of the Salt Treaty, as they are part of the Nuclear Forces, and have the capability to launch nuclear weapons from both submarines (trailing wire antenna) and from silos.  An increase in DEFCON would strangle the ADS-B and GOTO FMS might read GOTO HELL...

  For those who are curious about the GOTO FMS call-sign, GOTO FMS is the Mode-S\ABS-B call-sign for
  E-6B TACAMO flights. I live fairly close to Travis AFB where their base is so I see & hear quite a
  bit of traffic from them. GOTO FMS seems to be one of the only military flights that you can
  actually see flying on your screen and I think that's because they use ADS-B rather than
  Mode-S....someone please correct me if I'm mistaken. ;-)
