[MilCom] 11175.0 - RED RIVER, ANDREWS, PUERTO RICO and OFFUTT

     11175.0 was active at 2114 with OFFUTT (not MAINSAIL; fair levels)
bcsting a short test count and gone [and OFFUTT just popped up with some
brief test counts at different signal strengths as this is typed.]

     11175.00 was active at 2135z with RED RIVER (female opr; good levels
calling ? [unable to id] and apparently raising ANDREWS (weak/readable) and
PUERTO RICO (same level; maybe same operator) with no response.  A few
moments later RED RIVER acknowledged ____21 (weak/unreadable) and gone.
