[MilCom] 8992.0 - POLICEMAN Standing by for traffic

     11175.0 was active at 1317z with POLICEMAN (good levels) bcsting
48-character XUEPN3 but dropping from freq. Found on 8992.0 at good levels.
At 1324z she was active with XUW3E4.  At 1328z she was active with
48-character XUN6YP. She concluded with standing by for traffic.

     The 48-character EAMs are full of T's.

     8992.0 was active at 1330z with MAINSAIL bcsting 148- character EAM.
MAINSAIL active from at least 0500z with multiple XU strings.

     At 1734z POLICEMAN was active with 56-character XUSM2Q.
