[MilCom] 11175.0 - ??? 15 and OFFUTT with 274-message of 28 groups

     11175.0 was active at 2143z +\- with ???W 15 (could not make out the
word ID) working OFFUTT and passing a 274-message of 28 groups (3-element)
to OFFUTT. OFFUTT ack receipt and out. Weak player up at 2147z +/- with
30-character EAM G4ER47.

     At 2149z MAINSAIL was up with 4 30-character EAMs (G47B3E; G4I3QM;
G4MDM3; and G4ER47) interupted with a single FOXTROT bcst.

     At 2200z MAINSAIL was up with with the last 3 of the 4 strings above
at their h+00/h+30 restoral window.

      At 2206z FAN BLADE (weak/unreadable) worked OFFUTT for phone patch to
OFFUTT GEP controller.

     At 2210z unid player (can't make it out) was up with G4MDMB and
G4I3QM.  Maybe h+10/h+40 activity.
