[MilCom] MIL: 4724.0 - OVER RATE standing by for traffic

     4724.0 was active at 1930z with OVER RATE (good levels here) bcsting a
44-character EAM (W7WPEH) and simulcasting same on 8992.0 (strong), 11175.0
(strong) and 15016.0 (strong). He used the character count statement and
closed with the "standing by for traffic" statement (x2) and gone. Probably
nearby. Suspected 'glass mission. H+00/h+30 activity.

     Suspected GLOBAL THUNDER activity.
