[MilCom] Tacamos Hamlet 04 and Systemic?

Hey Paul,

It sounded like SYSTEMIC to me too calling out an EAM earlier today on
323.8. I caught him on the dongle too as 164410 with no call-sign as in the
usual GOTO FMS.
