Probably something like one of those found at the following websites:

although both of these happen to be smaller than reported by the airline 
pilot. There are probably
others available or homebuilt larger than these. Pilot reported 3-4 ft 
wide, these are 17" & 21"
across respectively.

The issue would be whether they were being operated by a hobbyist with 
poor enough judgment to fly
it near a major airport, or someone with more sinister motives.

That's why the FBI is so interested in learning more.
