[MilCom] 336.700 MHz Spectrum hole?

In regard to the comms earlier from FELIX 11 on 336.7. The comms were " Louisville radio FELIX 11 on 336.7"  "Any radio FELIX 11 on 336.7". I just googled the 336.7 freq and found the below snip from the Milcom monitoring post blog:
